Oversee planning and operations relationships with Norfolk Southern and third-party corridor users, such as: municipalities, transit authorities, and similar agencies or organizations to promote compatible users that support achievement of NCRR’s mission.
Manage and oversee all activities of the NCRR infrastructure planning and Engineering Department including those of the Infrastructure Manager and Staff Engineer.
Develop the Company’s Capital Investment Plan and oversee short-term and long-term capital improvements on the NCRR corridor that are managed by external partners or directly by NCRR.
Review all engineering construction plans related to the NCRR corridor or NCRR Invests projects.
Perform ongoing oversight of construction and maintenance activities on the NCRR corridor and participate in the annual corridor review to ensure maintenance requirements are met in accordance with the Trackage Rights Agreement with Norfolk Southern.
Provide capital project, engineering, departmental, budget, and other monthly reports to the President, CFO, and Board on an as needed basis.
Manage engineering department and capital project projections and budgets.
Oversee the negotiation and/or drafting of agreements with the assistance of legal counsel regarding third-party usage, cost sharing, utility, right of entry, and any other engineering related agreements.
Serve as management lead for Engineering and Planning Department reporting to the Strategic Planning and Economic Development Committee of the Board.
Assist management team, as required, with engineering and rail and infrastructure asset planning issues and support, including the company’s economic development initiatives and projects consistent with the Strategic Plan.
Promote, establish, and train company employees in appropriate railroad safety practices, procedures, and safety considerations relating to all rail operations activities and in agreements. Safety goals are considered a paramount priority.
Undergraduate Degree in Engineering and Professional Engineering (PE) Certification required. Must have 10+ years of experience in railroad engineering, including 5+ years in a management position.
Understands and implements plans while utilizing critical thinking to reach necessary solutions.
Exceptional organizational and time management skills in order to prioritize meetings, presentations, and projects.
Proven relationship builder and competent technical trouble-shooter.
Comfortable in representing NCRR in a diverse mix of venues including, but not limited to, public, private, and various stakeholder audiences.
Professional and clear communication skills, both verbally and electronically written, including confidence in public speaking and presentation skills.
Comfortable and competent in Microsoft Office Suite. Experience with NetSuite Software would be a plus.
Exercising this skill-set, serve as the primary coordination point with Norfolk Southern and DOT, Highways and Rail Division, related to engineering planning, design, and construction of projects that impact the NCRR corridor.
