Responsible for managing the Town's roadway network, including the construction, maintenance, and repair of streets, drains and related infrastructure. Plans and manages/organizes a comprehensive capital plan, as well as manages budget and programs to assess infrastructure condition, implement capital and maintenance programs. Overall charge and supervision of the Highway Division staff implementing Division programs.
Reports to the Commissioner of Public Works.
Bachelor's degree from an accredited college or university in Civil Engineering, or a closely related field; plus 8 years of progressively responsible experience in construction, maintenance and repair of infrastructure, including 5 years of supervisory experience in directing large crews.
Must be available for emergency and around the clock operations to assure public safety as it relates to the road system.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the materials, methods, practices, regulations, and standards for construction, maintenance and repair of streets, highways, bridges, traffic signals, sidewalks, curbs, and drains. Versed in the principles and practices of civil engineering, infrastructure construction and maintenance and equipment uses as applied to Public Works' activities.
Demonstrated ability to estimate quantities and costs; interpret or develop plans and specifications; keep records and make reports; ability to assist in the development of competitive bidding procedures.
Considerable knowledge of safety practices and their implementation in the industry, as well as commercial driver license regulations and their application.
Skilled clear and concise verbal and written communications and in group presentations.
Skilled in the use of a personal computer and related software applications. Familiar with asset management / maintenance management software programs and their use in Highway operations.
Proven ability to plan, direct and evaluate the work of a large highway staff with economy and efficiency in the use of time, equipment and materials.
Proven ability to establish and maintain effective working relationships with supervisors, subordinates, associates, contractors, officials of other agencies and the general public.
Ability to navigate construction sites and to work in adverse weather.
