Purpose of Job
The purpose of this job is to manage and direct Unified Government traffic engineering functions. Duties and responsibilities include, but are not limited to: planning and directing the work of traffic engineering personnel, coordinating local transportation and traffic management programs, administering construction area signing programs, reviewing driveway permits, determining traffic control needs, conducting traffic and accident studies, administering neighborhood traffic management program, presenting traffic engineering studies to the Athens-Clarke County Commission, and performing additional tasks as assigned.

Work Schedule: Monday - Friday 8:00 AM - 5:00 PM, occasional weekends and evenings as needed. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
ESSENTIAL DUTIES, RESPONSIBILITIES:
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Prepares and submits division annual budget.
Plans, directs, and supervises all Unified Government traffic engineering functions and traffic management operations.
Determines traffic control needs for the Unified Government roadway system and develops recommendations for transportation network improvements.
Develops and submits traffic and transportation policy recommendations to the Director.
Coordinates local transportation programs with the State Department of Transportation and the Federal Highway Administration, including procurement of state/federal funding for local project needs.
Serves as technical member on the committee charged with developing transportation plans for the Athens-Clarke County/Oconee urban area.
Serves on the subdivision review committee; reviews development plans; and assesses traffic impacts which result from land use changes.
Reviews driveway permits and designs as required by the driveway ordinance.
Responds to citizen/commission requests and complaints.
Conducts sight distance, traffic, and accident studies at high accident and congested locations; recommends improvements.
Presents traffic engineering studies to the Athens-Clarke County Commission and the Winterville City Council.
Administers construction area signing program and road closure permitting process.
Provides information to the news media regarding transportation activities.
Assists city and county police departments with fatal accident reconstruction.
Updates radar permits for Athens-Clarke County, the City of Winterville and the University of Georgia.
Performs other duties as assigned.

MINIMUM TRAINING & EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Bachelor's degree in civil engineering, transportation or related discipline with five years of related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Three years supervisory experience is required. Must possess a valid driver's license. Must possess certification as an Engineer-in-Training (EIT). License as a Professional Engineer (PE) in the State of Georgia preferred.
