VDOT is seeking a Licensed Professional Engineer who is highly motivated and experienced, to manage the Materials Section in the Fredericksburg District. Position will provide leadership and management to the District Materials Section. Provide staff, equipment, and testing capabilities for the preliminary engineering design, inspection, monitoring and testing of materials used in construction and maintenance of roadways to ensure achievement of organizational objectives. Communicates organizational mission, values and goals. Keeps employees and other managers informed. Develops and establishes review and control systems to assist in achieving goals and results. Supports and is engaged in agency’s emergency response program components, including sharing of resources when appropriate. Establishes goals; develops program plans and milestones. Assigns priorities, develops policies and procedures; projects budget requirements and allocates available resources. Reviews program quality and progress toward achieving goals and program results on a periodic basis. Takes corrective actions to maintain work progress on schedule, improve employee performance or modify program goals or operations, as appropriate; reviews costs, manages fiscal resources and maintains control over assigned Department resources and assets.

Progressively responsible experience applying materials and civil engineering principles and practices related to highway design, construction and maintenance.Experience in soils, foundation and materials investigations, testing and inspection methods, specifications and standards. Experience related to supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development. Experience applying state and federal policies and procedures related to materials and methods used in highway construction and maintenance. Ability to research and analyze data and prepare and present technical reports. Experience managing administrative, financial, and technical functions of an engineering work unit. Skill in the use of computers and software applications. Skill in addressing sensitive, political and customer service situations. Valid Professional Engineer’s license, if licensure is from another state, selected candidate must show proof of application and payment for VA licensure prior to employment. Valid VA driver’s license required.
